    Temporary Geographic Limitation of Operational Mandate and Establishment of Priority Expansion Zones

    Authority

    WHEREAS Article 2 (Scope) of the Constitution of Constitution Watchdog (CW) mandates that the operational scope of the organization shall be "global, extending to all territories where the principles of constitutionalism are challenged";

    WHEREAS Article 16(a) establishes that the organization relies on "donations, grants, and accredited sponsorships" to execute its mission, necessitating fiscal prudence and strategic resource allocation;

    WHEREAS Article 8(a) of the Constitution vests the "Ultimate Authority regarding policy, finance, appointments, and discipline" in the Office of the President, empowering the President to make binding decisions to ensure the organization's sustainability;

    RECOGNIZING that current resource limitations necessitate a focused operational strategy to ensure the quality and impact of our vigilance before global expansion can be responsibly undertaken;

    NOW, THEREFORE, I, the undersigned President of Constitution Watchdog, by virtue of the authority vested in me by the Constitution, do hereby issue this Executive Order to take immediate effect.

    Section 1: Temporary Geographic Focus

    Notwithstanding the global mandate articulated in Article 2 of the Constitution, the operational activities, research initiatives, and strategic litigation of Constitution Watchdog shall, effective immediately, be focused exclusively on the People's Republic of Bangladesh.

    This restriction is a temporary strategic measure to consolidate institutional strength and shall not be construed as a permanent abdication of the organization's international character as defined in Article 1.

    Section 2: Rationale and Resource Allocation

    This limitation is enacted pursuant to the President's authority over finance under Article 8(a). All available financial and human capital shall be directed toward establishing a robust legal monitoring framework within Bangladesh until such time as the "Finance & Resource Mobilization" Secretariat certifies that sufficient surplus resources exist to support international expansion.

    Section 3: Reservation of Global Engagement Authority

    Notwithstanding the prioritization established in Section 1, this Order shall not be construed to restrict, prohibit, or limit Constitution Watchdog from initiating, conducting, or disclosing activities, statements, or research regarding jurisdictions outside of Bangladesh. The organization retains full authority to:

    • (a) Issue statements on critical constitutional crises worldwide;
    • (b) Initiate low-resource investigative research; and
    • (c) Disclose findings related to international legal breaches, particularly within the Priority Expansion Zones defined herein or where the principles of constitutionalism are challenged.

    Section 4: Priority Expansion Zones (PEZ)

    Upon the stabilization of resources and the successful implementation of the Bangladesh pilot framework, the organization shall expand its jurisdiction. The following nations are hereby designated as Priority Expansion Zones (PEZ) to be targeted:

    Bolivarian Republic of Venezuela
    Democratic Socialist Republic of Sri Lanka
    Islamic Republic of Pakistan
    Republic of India
    Republic of the Union of Myanmar
    United States of America

    Section 5: Trigger for Expansion

    The limitation imposed by Section 1 of this Order shall remain in force until revoked or modified by a subsequent Executive Order. A review of the organization's fiscal capacity to expand into the Priority Expansion Zones shall be conducted semi-annually by the Executive Committee.

    Section 6: Legal Supremacy

    In the event of any conflict between this Order and existing procedural bylaws or previous mandates regarding global operations, this Order shall prevail pursuant to the President's Ultimate Authority under Article 8(a).
