    The Catholic Bishops’ Conference of India (CBCI) has issued a forceful and unambiguous appeal to the federal government, demanding the immediate and rigorous enforcement of constitutional protections for religious minorities. This intervention comes at a critical juncture for the Indian republic, where the “pluralistic ethos” defined in the Preamble faces what the bishops describe as an unprecedented threat from rising religious polarization. We are observing a marked escalation in the rhetoric and administrative actions that undermine the “basic structure” of the Constitution—specifically the guarantees of secularism and equal protection under the law. The bishops have flagged a disturbing trend where the dignity of minority communities is being systematically eroded, not merely through isolated incidents of violence, but through a tacit permissiveness that emboldens majoritarian impulses.

    Data currently under review paints a harrowing picture of the ground reality. Reports indicate a sharp, quantifiable rise in targeted hostilities against Christian communities, with over 378 incidents of violence documented in just the first half of 2025 alone. This surge is not accidental; it correlates directly with the weaponization of anti-conversion laws in various states, which are frequently misused to harass clergy and shut down legitimate prayer gatherings. The bishops’ statement highlights a grave apprehension: that the democratic institutions designed to act as checks and balances are weakening, leaving minorities vulnerable to “divisive attitudes, hate speeches, and fundamentalist movements.” This is no longer a matter of sporadic unrest but a structural challenge to the Rule of Law.

    From a constitutional perspective, the situation demands immediate judicial and executive correction. The bishops have invoked Article 25—which guarantees the freedom of conscience and the right to freely profess, practice, and propagate religion—asserting that these fundamental rights are being rendered nugatory in practice. The appeal stresses that economic development cannot act as a smokescreen for human rights violations; true national progress is inextricably linked to the preservation of human dignity and the safety of all citizens, regardless of faith. The hierarchy’s call for the government to “uphold minority rights and dignity” is not a plea for special treatment, but a demand for the restoration of the constitutional compact that binds the nation together.
